Not really, the AIX level is not a part of the package name, that allows you to compile on any previous level and just require 'libgcc10-10.3.0-6.ppc'.

It's installed. The rpm filename has 'aix7.2', but the rpmname does not.

Note, I have seen the recommendation to use DNF to install the packages and suggested this to our Unix team but they don't have any appetite to do it.
