Hi Tamara - I had worked with IBM Support on this issue, and they eventually found enough information through HAR traces to log a defect. It had appeared to them that there was an invalid character in an encrypted user id (a HEX code that translates to delete). What is strange though is that the issue suddenly went away before a fix was implemented (we hadn't upgraded or anything).
So, not a great deal of help - but submitting a ticket with IBM might be worthwhile.

I've been working with IBM on this issue for a while and thought I would present it to the community in case anyone can help.
Since we upgraded to 11.1.6 in October (now we are on 11.1.7) I have not been able to use the Learn Pane in Cognos (we are on cloud). I can use it in PAW, and if I login to CA through PAW, but not if I log directly into Cognos (which is how I usually login). I have tried different browsers and even a different laptop, but I have the same issue. My coworkers who have the same setup as I have with respect to permissions / security, do not have this problem.
I've sent traces and setup diagnostic logging for IBM to review, but so far they've not been able to identify what could be different about my account / id.
Does anyone have any guesses (educated or not) as to what could be causing this?
