Issue is, you have costs to a specific cost center CC-210 and you need to flow evenly across all current employees associated to other cost centers.  How can you modify a model pipeline to accommodate proper cost flow?

You would need a second allocation line to do this.  Your first allocation line would be as you have it in your screenshot, which allocates cost for each CC except CC-210 to the resources in their respective CC.  The second allocation would just remove the CC=CC from the data relationship, so it would be Is Labor=Yes and Cost Center=CC-210, Data Relationship of Sub Pool=Employee Type.  This allocates cost from CC-210 to all resources regardless of CC.
