When you get to this level of precise configuration requirements for hardware, the Android policy usually doesn't have the power to configure all device types.
In this case you need to use OEMConfig which is the Android Enterprise solution for device hardware configuration based on manufacturer.
By installing the Samsung KNOX Service Plugin app, on the devices, along with OEM Config parameters, you should be able to fix this.

Subject: Kiosk DO samsung tablet won't power off
We are configuring DO-Kiosk/COSU Samsung Tab A8 tablets. They are configured to launch Chrome with a specific home page only. There is no pass code requirement for the device. When the device is fully enrolled in COSU/Kiosk mode the device will not power off. When pressing the power button it will go to a dark screen but will not power off.
