All assets and resources for the IBM RPA group that will help you learn and build your skills can be found under the library tab. While I did not see this particular KB-Order-EN file, there are a few Chat bot resources and tutorials that might offer some assistance.

Nigel's chat bot tutorial, for example, has a starter KB .xlsx file you can use when building out your own knowledge base.
