Hi Martin,
the problem you're facing is related to a defect with Docker itself and affects several of its versions.
Upgrading Docker on your Ubuntu machine may fix the problem.
Alternatively, a workaround to the Docker defect was added in version 11.1.5 of Jupyter Notebooks for Cognos Analytics.
I'm not sure which version you're on, but an upgrade should do the trick.
There's also a manual fix you can apply to previous versions of Cognos Jupyter.
It requires making modifications to the Dockerfiles that are included in the installation directory, so it's a little involved.
