    After installation, you have to run Database Component Configurator tool and execute scripts related to Product Integration Server. This will create all set of tables related to IS. Go to your IS Admin page, and create a pool alias by pointing to the db where you created all tables by executing scripts… Then assign this pool to each functional pool alias from your IS admin page. You got to refer the installation and configuration guide to know more in detail.

    Go to Database Component Configurator

    Under Action

    Type : Create

    Database Component : ALL

    Version : Latest

    Under Connection

    Select RDBMS Ex if you are using Oracle DB

    URL if your are using oracle DB: jdbc:wm:oracle://localhost:1521;serviceName=XE;

    Provide User Id and password.

    Create table spaces and Database User

    Provide Admin user id and password for the DB.

    Select the location for tablespace dir Ex: C:\webMethods7\common\db\scripts\oracle\storage\20\create

    Finally check save settings as default and Execute.

    I have also face the same issue but after reinsatallation of database my problem get solved but dont know what was the exact issue, I have googled this issue but problem was there but solution is not there anywhere

    I believe issue might be with DB but not with webMethods.
    I’m guessing that, DB is reached the maximum limit of connections so it’s not allowing any new connections.

    So wait for some time to DB release the connections or ask DBA to increase the allowed max limit of connections.

    I faced the same issue while i was working with oracle 10g, and solved it with below link.
