I am not able to officially answer you - that will have to come from our Product Management.
But here is my take...
Currently all new functionality (probably with some exceptions) is coming in the container version. The major difference between the SW/VA versions and the container version is that the container version is running on WAS Liberty and Java 17.
Now - at some time the WAS 9 (NDM) version will go out of service - and hence the SW/VA versions will probably inherit the container version functionality. When/how/or whether that is going to happen I do not know - but I would not be surprised if the VA version would be replaced by a "packaged" container version - to me as a technical person would make sense.
Let us see if our PM will respond here...
And be aware that the current Recertification Policies are still fully supported - I know (especially the Person recertification) is not easy to work with OOTB as there is no filtering - in IBM Expert Labs we developed a workflow extension that can call a recertification policy with a person entity. This enables you to run a LCR (which allows any filtering needed) for a "campaign" - but also you can use this to run a recertification of e.g. Roles when a person is moving in the org tree...
