We are unable to find the following on the AIX toolbox.  Looking for

        libgcc_s.a(shr.o) is needed by libssh2-1.8.0-1                 
        libcrypto.a(libcrypto.so) is needed by openldap-2.4.45-1       
        libdb-4.8.a(libdb-4.8.so) is needed by openldap-2.4.45-1       
        libgcc_s.a(shr.o) is needed by openldap-2.4.45-1               
        libssl.a(libssl.so) is needed by openldap-2.4.45-1

Looks like gnupg needs libiconv package and gnupg is from either bull/perzl.

Please try installing gnupg from the AIX toolbox which doesn't depend on libiconv rpm package.
