I could not completely understand your question, I believe there are versions of Windows 7 that have an NFS server that you could use to host the fixes to your AIX machines.

But if you have several AIX servers, maybe you could download the fixes via FTP to your Windows 7 and transfer to a machine that would act as a NIM master,the Redbook NIM from A to Z and the AIX installation and migration guides are great resources.
