The answer for your first question is associated with the Analytics Cycle. The Analytics Cycle try to answer five questions about the data that the companies have. Planning Analytics is the solution for the first stage of the cycle answering the question "What is our plan?" this stage is focused on future, building plans, budgets and forecasts. Cognos Analytics answer the second question of the cycle "What happened?" at this stage we build reports, dashboards and try to monitor our data with trust. Cognos and Planning can integrate each other with no problem, some tech professionals like to call them brothers.
About your second question. Yes, you can integrate both, the name of this feature is CAFE (Cognos Analytics for Excel), you have to install it at your environment and after you do that, you'll see a new tab in your Excel named IBM Cognos.
