The official resolution to this is to temporarily disable the Anti-Virus software, which (depending on vendor) can be too aggressive in blocking certain actions which are required to successfully complete a Design Studio installation.
Additionally, a Design Studio installation can be made on a donor machine, and zipped-up / transferred to the target PC (using a memory stick for example) after a failed installation, if the AV cannot be disabled for internal company policy or other reasons.
