I don't think that can be done - it is not a supported setup. To use your existing PA Local licenses, you need to install it on either a Windows or Linux server. That are the only supported environments.
The good news is that you can certainly use your existing licenses and run it on Azure. You will need to spin up a VM with a guest operating system, that is among the supported environments.

What are PAW install options on Azure? (without extra cost for additional IBM license)
I believe PAW as a service in Azure will include Microsoft, Mirantis and IBM PA licenses vs Docker as a service on Azure.
Can PAW be installed on Azure Docker SAAS?
