inoload vs Tamino Interactive Interface load

How come these two tools require different formats for inputting data? I want to load a 500+MB XML file and TII is ok with the file being

    <collection_name></collection_name>
    <collection_name></collection_name>
    <collection_name></collection_name>
    <collection_name></collection_name>
    <collection_name></collection_name>

    whereas inoload requires

    <collection_name></collection_name>
    <collection_name></collection_name>
    <collection_name></collection_name>
    <collection_name></collection_name>

Do these tools not use the same engine for loading data?

For valid file formats please refer to chapter “Requests using X-Machine Commands”, section “The _process command” and to chapter “The Tamino Data Loader”, section “Input and Output File Formats” (“Using the Data Loader with One Single Input File”) in the Tamino documentation.
