As of now, I don't see any solution to address such scenario: ...one of them restarts, it comes back with a different hostname...
A new hostname/IP will always create a new computer entry as far as ILMT is concerned.
Please up open an idea (former RFE) to try to address that in the future:

I am trying to track IBM software in EC2 instances, which are all running in an ASG. The scenario should be familiar to anyone operating with ASG, but let me explain it anyway.
I can see there are 3 distinct instances with 2 CPUs per host. They flow through to ILMT and it reports 6 CPU entitlement required. Then (obviously) if one of them restarts, it comes back with a different hostname, and now ILMT thinks there are 4 (1 inactive) so it counts 8 CPU. And so the cycle continues. As I understand it I should group these hosts into a pool using BigFix custom tags which then flow into ILMT but I can't find any documentation which explains this process exactly.
Can anyone point me in the right direction?
