The installation documentation for ILMT notes that:
When the server is installed on Linux, it requires a DB2 database. DB2 is delivered as part of License Metric Tool free of charge. However, according to the license agreement, it can be used only by License Metric Tool.
When the server is installed on Windows, it requires MS SQL Server or, if your environment consists of less than 500 endpoints, MS SQL Server Express. None of the databases is delivered with License Metric Tool, so you need your own instance.
DB2 is not supported with License Metric Tool that is installed on Windows.

In essence, if you want to install ILMT on Windows you have to use SQL Server - whether that is SQL Express on small environments, or SQL Server Std etc on larger ones and install it prior to installation
You can only use DB2 as the database if you install ILMT on Linux.
As Andrei asks, which of the installation options are you using
- ILMT with BigFix
- ILMT with disconnected scanners (using Ansible or other deployment methodology)
Did you follow any of the installation end to end checklists or guides in the documentation link above?

Are you trying to install ILMT 9.2.1 or this is a typo ? The latest version of ILMT is 9.2.32...
What type of installation are you performing ? ILMT with disconnected scanners or ILMT with Bigfix ?
