    Community members,

The following questions are so important to me in terms of providing a comprehensive approach to achieving greater returns on investment, creating overall efficiency, and better performance for our applications.

I asked the two questions in slightly different ways in hopes of generating slightly different responses.  I'm trying to arrive at the origins of IBM thinking and standards presented in Watson Studio and Watson Assistant; which sets the strategies, processes, and goals needed in the planning stages of our applications, which will achieve the insights businesses are seeking to advance their personal objectives in the build and deployment of software.

Planning/Cognos analytics:  in terms of methodology, and a visual of the the various strategic scenarios for short and long term financial gains, what is the qualifying criteria utilized by IBM to ascertain the strategic dimension(s) that will be used for organizations to be able to measure and deliver the greatest returns on investment?  I'm addressing the standards set my IBM in planning analytics for achieving higher ROI.   Embracing a hybrid-cloud, micro-services architecture with a cloud-native.

In other words, how does IBM go about setting the initial standards in determining the best strategies utilized to measure performance, obtain greater returns on investment(s), and determine strategic dimensions that allow enterprises to see the various scenarios in the development of short/long term goals, and potential financial gains, coupled with better operational efficiency, and overall performance.
