I had the same problem a few months ago, it seems to be a not fully documented limitation of pubsub statistics.
The monitors use the statistics, and to display them it is necessary that the subscription to the corresponding topic is done...
The user who launches the subscription says he has the right to do so, in fact he often has to be a member of the mqm group.
If an mqm user starts the subscription, and from MQ Console another non mqm user asks for statistics to be displayed, that's fine.
If, on the other hand, it is a non mqm user who first requests the statistics (and therefore starts the subscription), there is a security error.
I didn't find the rights to give a non mqm user to display the statistics.

we have a problem with Chart widget available in IBM MQ Console. I'm trying to configure different monitor views for CPU and memory but I always get an error message that is saying "Not authorized to start monitoring
". What kind of priviledges do I need to get rid of this error? MQ version is 9.1.2 and we are running the queue managers inside ICP containers. I don't know the version of ICP but I can perhaps get the info from the infra provider if necessary.
