Being an individual developer and legacy interest project I don't have an IBM rep. :-( I've worked with an AIX Architect in Austin to locate the legacy archive that is needed, but he needs a license to release it. The contact he found in India has gone MIA, radio silent for 5 months now.
Was hoping someone had another contact somewhere on the planet. I've tried the ibm.com sales forms, but it's seems like a brick wall unless you are Fortune 500.
It's just paperwork, and checkbook is in hand.

You should go to you "local IBM representative" and ask for a price from the Power Systems team.
You can find out who to contact from www.ibm.com.
IBM does not have one person that deals with this across all countries of the worlds and currencies.
Your "in country" IBMers know how to escalate problem case (due to the age of the HW o AIX) to the AIX product manager if necessary.
Please gather the hardware details like Machine Type Model (MTM) and serial numbers to save time.
You should be running AIX 7.2 or AIX 7.3 already. Older than that is foolish in my humble opinion - due to security updates and newer AIX version go faster.
