A WebSphere Console (aka Integrated Solutions Console or ISC) is only available with WebSphere Application Server Profiles. So, you will need to make sure you have the IBM WebSphere Application Server product installed on the IBM i and have a WebSphere Profile created and the application server started in order to access the WebSphere Console. WebSphere Application Server instances run under the QWAS85 or QWAS9 subsystem on the IBM i.
So, if you don't have the QWAS85 or QWAS9 subsystem active with an application server JVM job running in it, then you would not have a WebSphere Console or Integrated Solutions Console available.
If you do have one or more jobs running under QWAS85 or QWAS9, you can go into the IBM Web Administration for i GUI (http://server:2001/HTTPAdmin) and select Manage -> Application Servers. Then, select your WAS instance from the server list, ensure it is started, and click on the "Launch administrative console" link on the bottom left menu under Tools to launch the Integrated Solutions Console.
