Suggestion:
there are registry settings that can impact the host process' (Excel, Word, PPT, etc) web runtime, it's plausible these were 'downgraded' by another vendor or some other incidental activity.
please check the relevant keys, in HKCU/HKLM
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_BROWSER_EMULATION
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_BROWSER_EMULATION
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_BROWSER_EMULATION
etc
observe any entries for the hosting office app, like 'Excel.exe' etc, the value should be 2af8 (11000) for maximum capability.

we see a javascript errmsg "Object doesn't support property or method 'addEventListener'" since running IBM Cognos for Microsoft Excel (COC_APP-AW32-ML-RTM-11.0.1.118-0) against CA 11.2.1. Against CA11.1.7 it works fine.

Excel Version: 16.0.5254.1000 32-bit
Found this hint - but can't get it to work:
Windows 8.1 and IE11 - Critical Error: Object doesn't support property or method 'addEventListener'
Any ideas welcome.
