It's trying to convey that if you install with minimum requirements you would not want to have concurrent user load on the system as it can cause high resources utilization. A user is a single person logged into the system. Minimum requirements are meant for sandbox environments and not a production instance.
As always, best to get a sizing exercise completed so you know the recommended settings for your user load.
