This is often a problem with naming services. Assuming you are on a graphics terminal. If you have no graphics terminal you might get a similar message but since it is asking you about safe mode, that says you are using graphics. CDE is very picking about name services, and if you ever change the hostname of a box, you can expect this sort of error. Time to dig out the old CDE books and find where all the places the name could be specified in the Desktop configurations.
