please see the answers below for few of your questions which might help with other questions.
1) we are on 12.0.3, but 11 should not be an issue. All our Db2i customers are on the latest versions.
2) please consider creating the connection as shown in my snapshot earlier through the portal, Manage>Data server connections as opposed to Cognos legacy administration page.
3) My screenshot shows the entire string that we are using and which works via Data server connections

1) what version of cognos do you have. we are on 11.1.7 and 11.2.4
2) how did you get IBM Db2 for i on your Connection Type drop down? of the list you are showing, we only have IBM Db2.
3) can you show me your full connection string? it stops at separator=.
4) does your Db2 have TLS enabled? How did you handle that? Found this but not sure if we need to do it. have not gotten that far yet JDBC test failed with following error " XQE-DS-0006 Unable to logon to the datasource error " and "ERRORCODE=-4499, SQLSTATE=08001
5) we are using this as our guide - Cognos BI support for DB2 i JDBC . , which uses the JT400. But we have not been able to get it to work.
6) we are getting the error message

My team made it work by creating the connection via - Manage > Data server connections. It works like charm. Make sure you are using JT400 driver.

Trying to setup a Cognos data source to the IBM i DB2. Can anyone share their Cognos Data Source connection string or experience on now they got it to work? The Signon (user id and password) is correct.
My Connection string:

FYI - we have other data sources setup to MS SQL Server that use the same dispatcher and they work.
