Hi Christophe,
It depends what you mean by on-prem. You will be aware that we have RADAR which is available for use by BPs and we have RADAR-ISV which can be used by ISVs (not just for porting or testing on OpenShift). If they want they could go to Montpellier and work with the team there and use the hardware as it is on-prem. However if they wanted to use hardware on their site, there is a loan pool that could be used for a limited period or they could purchase their own system.
