I see two different ways, either using SmartAlerts or Infra Events.
SmartAlerts: You should see the actual messages as spans/calls. Hence creating a SmartAlert https://www.ibm.com/docs/en/instana-observability/current?topic=ma-smart-alerts

Monitor specific IBM MQ queue to check for incoming message rate through out.
Alert to be sent if the incoming messages stops to come during specified duration like less than 5 messages or else 0 messages incoming during a duration of 1 30 minutes for example.
