If you mean whether a VIO client needs to be restarted if a new disk is assigned to it the answer is no. You simply map the new disk to the virtual adapter in the VIOS and then run cfgmgr in the client partition.
If you mean whether a VIO clients needs to be restarted after an attribute has been changed it would be interesting to know what attribute is changed and where (on the VIO server or client)?
VIO is definitely suitable for productive environments. I have seen many server running productive workloads of all kinds using shared Ethernet and SAN access through a VIO without any performance problems. If the Virtual I/O Servers CPU and memory is properly sized and you use sufficient network and FC adapters you should see no performance problems while you can take advantage of the flexibility that Virtual I/O provides.
