Windows 10 is restrictive with user permissions. We can create the license code for you manually if you open a ticket and provide the 20 digit authorization code AND the lock code of your machine.
To obtain the lock code you must go to SPSS installtion directory
locate a file called echoid.exe, right click on this file and select 'run as administrator' . This will display the lock code that looks like 4-12345
Then, open a ticket with one of the options below and provide the information so that a license code can be generated.

Due to privacy issues, SPSS Licensing requests which require exchange of confidential information such as IBM Customer Number, Authorization Code, email address, etc... need to be handled through either a normal Support ticket via link above or via the SPSS Licensing support page.
A) If you have a normal Support contract open a ticket on:

Use the blue button called “Open a case to get help with SPSS License issues” to open a case. Include all required information (e.g. authorization code, lock-code, product version, ...) such that we can immediately process your request.
