"My Content" is locked down on purpose, with "Team Content" being the area meant to have content shared with others.
Depending on the company and its policies, what I've seen most effective, is companies will have developer built reports 'locked down' so others can't edit or change them, but can run them. These reports have generally been validated to be accurate, have the right calculations, come from the right database with the right joins, etc. and are 100% validated.
But then they'll create a 'user shared content' area for users who want to build things themselves and share them. This area would be known to have NOT been 100% verified by IT/Developers, but can of course still be very useful, enabling proper self-service for all. If one of these user shared reports becomes very important, there would be a process to run that report through IT/Developer best practices to properly 'productionalize' it.
Then this keeps your "My Content" area still secure. Which would prevent others from accessing reports/data they should never have access to, or access reports that aren't finished, or have calculations that aren't relevant to them, etc.
Perhaps more info than you wanted, but that's generally the workflow most take for sharing user generated content, while still keeping their own content secure.

How can users share reports within their 'My Content' with other users?
There is a 'Share' option that generates a URL that works only for the user logged in, not for another user that receives the link logged into their own Analytics account, instead we see a banner that indicates the object was not found and the user was redirected to the home page.
We are hoping there is some Admin Setting that would update the Share My Content URL generated so that it includes identifiable parameters such as UserID and Object ID so that a different user could view the report, rather than the current URL output that results in http:// [server] /ibmcognos/bi/?pathRef=.my_folders%2F [name of report] which is not specific enough for a different user trying to view.
