Have you installed GIM on CM or same collector as STAP?
You need to check for open ports between db server and collector.
Ports can be blocked on Firewall and/or windows db server.
In case you have Central Manager, make sure ports between CM and collector is allowed on Firewall.

I installed the S-TAP Agent on Windows Server using GIM from GUI. I see, it's installed in Setup by client page, but it's not listed in S-TAP CONTROL and S-TAP Status Views. Sniffering is not working as well.
IBM Guardium Collector (11.490), S-TAP Agent 11.4/11.5.
