I am facing this issue while creating new directory server instance. Please let me know how to fix it.

You need set the following Debug variable and re-create the Directorty server instance , 

export LDAP_DEBUG=65535

export LDAP_DEBUG_FILE=/home/root/ldap_debug

read the ldap_debug file to understand what exactly the cause of the failure ,

please install the GSKit package which comes along with the IBM Security Verify Directory Server software.

which is under the directory ibm_gskit found once you extract the IBM SDS software.
