Yes. gcc11 is part of AIX open Source Toolbox and can be installed in AIX 7.2. Give a try.
Regarding CVE, we do monitor the CVE's and based on CVE severity, we provide new version of package in toolbox.

Yes, gcc11 is included and much more
But like with Linux, if you need one package then it may demand a whole bunch of pre-req packages and it gets messy.
Just like RedHat AIX supports a package manager to download the package, and pre-reqs from the Internet.
RedHat and AIX use dnf - this is the replacement on RedHat for the older yum that you may have used.
I strongly recommend you install dnf using the bundle and then it is simply one command install dnf -I gcc11
On the above website take the "Get Started" Link to learn about installing dnf.
Hope this gets you a nice fresh C compiler to work with and the option of 400 others tools, commands and packages.
