Why is gcc required by python and curl now?

Packages built with latest gcc version 6.3.0 makes a dependency on libgcc library (which comes in a separate libgcc rpm). 

So the dependency should be on libgcc and not gcc. This is a rpm packaging mistake. We are working on this.
