Can one modify the order of formula evaluation in the Formulas Step Order?  No, right?  It is dynamically determined by the system as the formulas based on when the formulas are created, isn't it?  Thank you.

Formula Steps are done by order of operation. If you need certain formulas before other formulas in a table an option is to create the (1)first formula step in the transformation pipeline with formulas that need to be performed first. (2)Then add another step in the transformation pipeline such as group or filter that you will leave blank. (3)Finally, add a second formula step with remaining formulas. You may repeat this 2 and 3 as many times as you have transformation steps to add. Let me know if this helps!
