The "chfs -a size=+900000 /u09" will add 900,000 512byte blocks to /u09. (AIX will round up to the nearest Physical Partition size...so you may get more disk than specified).
To see if you have free disk for /u09, you need to see if the volume group has free space.
lslv u09 # where u09=/dev/u09. look for Volume Group
lsvg <volume group> # look for "Free PP's" and PP Size to determine
If you have enough free space, use the chfs to add more disk. You can use M or G to add MB or GB...For example, "chfs -a size=+700M /u09" would add 700 MB.
If you have an unused disk, you add it to the volume group with the extendvg command:
extendvg vgname hdiskx
