Correct, each product has it's own version number, and some products like File Manager and IDz pre-date the Aqua release trains. The blog I referenced above tries to explain the Aqua 3.x release trains and what version of Eclipse those numbers are associated with. In addition the blog provides a link to the Product Versions page https://ibm.github.io/mainframe-downloads/product-versions.html so you can review the product versions in one column of the table to be sure you have the compatible versions for the release train you are interested in using.
As noted in the blog you would only need to access Passport Advantage if you require some additional product components, such as the IBM Developer for z/OS license activation kits.
