Excessive Apache Processes

    We are having an issue with our Apache and don't know what is causing it. Our Oracle database is accessed by the public using Apache and cgi's on AIX 5.3. All will be working fine and everyone can access the website & database. Then suddenly the number of Apache processes will start climbing and no one can access the database. The webpage spins for a while and then tells the user the database is busy. The number of Apache processes has increased to as high as 1400.
    We've shutdown Apache, and all processes go away. As soon as we restart Apache there are 100+ processes immediately appearing again.
    Could it be our Apache configuration? Could it be how Oracle listener interacts with Apache?
    How can we figure this out?
    The Apache error_log shows this message just as processes start creeping up:
