Is this still an issue for you, does the dashboard on https://myibm.ibm.com/dashboard/ list any unusual information. if yes, you should try emailing: issyssup.
I would probably recommend that you confirm if you can retrieve data using the API. For example, you can authenticate (https://exchange.xforce.ibmcloud.com/settings/api) and use any IP address to see if you can get data with the interactive API.
