    This seems like this bug.  If this is a test environment, then please download the latest version of QRadar 7.5.0 and set it up.  You won't face this issue.

    When you are presented with the 'agree to the license terms' screen, say 'no'.  Then run the command "#systemctl start postgresql-qrd" then "exit"

    Log back in as "root" and carry on as normal.

    This is usually caused by stopping half-way through the initial setup - often to take a snapshot.
