Error in creation of Broker Alias in Integration Server

    Hi,
    I have installed

    1. Integration server 4.6 , running in localhost:5555

    2.Enterprise Server 4.1.1 Running in Local Host:6849

    1. I Installed Broker package 4.6

    When I try to create a broker alias from IS Admin

    I filled input like

    Alias Name : alias1
    Min Clients : 3
    max Clients : 9
    Broker Name : br1 ( I created in Enterprise Server)
    Broker Host : localhost
    port : 6849 (default)

    pressed Save

    it is talking a lot of time and exiting with message like " Error in creating Clients
    cannot create webmethodsb2bClients Client group
    Initialising localhost:6849 timeout

    please give me your Idea
