The error you are getting seems indicative of a problem with the persistence information in the licensing. See this technote. The title indicates a different (but related) error and symptom. The process for clearing it is likely the same
Additionally, it occurs to me that your license and your installation media might not match. You seem to have a license for IBM SPSS Statistics 28.0 Graduate Pack. I'm wondering if you have installed IBM SPSS Statistics 28.0 Student Version instead. That media will use a different licensing. Make sure you are installing from the IBM SPSS Statistics 28.0 Graduate Pack media.

Good Afternoon all,
I'm having an issue installing SPSS Statistics on my home computer for use as a student. I disabled both AV/FW and ran the installer as administrator when I installed the software, launched the new license wizard, added the code, and received a "successfully processed all codes". On the licencing completed screen, I get this:

Unable to acquire a license token due to error 11...
A miscellaneous license-related error has occurred.
Specific symptom: 156
Local license for version 28.0 - GradPak
Expires on: 04-Dec-2023
After some due diligence, I deleted the lservrc file and ran the law.exe as an administrator with the same results. I have no idea what to do now and would greatly appreciate a nudge in the right direction! Thank you!
