I believe the file is used as a reference for spell checking and to assess password suitability.

On redhat the file is found in the package 'words'. I have not found an equivalent package for aix unless anyone knows differently?

Try /usr/lib/spell/list

If that's not it there are other files in /usr/lib/spell that might be what you are looking for.
