Separating the VIOS partitions from the LPARs was a very explicit choice we made.  The idea is to treat the VIOS as part of the infrastructure - similar to the Hypervisor - rather than as just another LPAR.

You'll see this separation throughout the new UI (and underlying REST API) - not just in the lpar listings.  For example, the 'Manage PowerVM' task will allow you to manipulate the core infrastructure - whether it be the Hypervisor or the VIOS.

That said, we recognize that this is new, and is confusing for folks coming from the classic model - or flipping back and forth between the classic and new.  Once past this initial confusion point, we hope that users will find this more intuitive rather than less...
