    so i did find a solution i thought i should share it with you. since this version of WTX is 8413 a 32b application. when i installed in on a Windows 10 laptop that is 64b everything installed fine, but when opening the application it was greatly reduced fonts. if you right click the IBM WTX Application (example Design Studio) select Properties=> Compatibility

• Compatibility Mode checked and set to "Windows 7" 
  • I tried 8 but still the font issue continued
• Settings checked reduced color mode to 8-bit (256) color
  • checked run in 64x480 screen resolution
  • checked override high DPi Scaling behavior. Scaling performed by :system (enhanced)
  • checked Run this program as administrator

this worked, after fighting for a number of days with the Windows 10 operating system finally able to see everything. hopefully the guys in Boca are looking at Windows 10 OS for any other "Abnormalities"
