    Sir,
    Is it necessary I should need Dreamweaver to use the JSP Tag libraries? WIthout using Dreamweaver how can I use the Tag Libraries???

    You don’t have to use Dreamweaver.
    Dreamweave is just another tool to write JSP pages, but you can use any text editor to do the same.

    But how can I add the JSP tags in the text editor?
    In the dreamweaver,its coming automatically??
    How can I include the extensions and all?

    I think it becomes more and more difficult to explain all these details here. May I suggest you read some introductory book about JSP? I think this is more appropriate for the situation because books are much better in giving you an overall picture. In constrast, answering your questions here always explains one detail only - and you’ll have the next question ready 10 minutest later.
