Is there an estimate on when the download needed for the local repo with DNF and AIX Toolbox Media will be available on the AIX Toolbox site?

the repo is and was always available for cloning...just go on and create your local repo as desired. not sure why this question is asked that often here, its the same what

the linux guys are doing for years and  its not exaclty rocket science to be honest.

As Chris mentioned you can set up your own local repository.

Then it would be updated around AIX major TL releases.

We appreciate all the work that continues to be done to make the installation of Open Source utilities/apps easier on AIX. The original question was on when the media that is required for the offline repo would be available to download from the AIX Tool Box? From the documentation it is currently available only via ESS or Passport Advantage.

Also, the earlier condescending feedback does not provide any benefit. Please do not waste everyone's valuable time by posting such.
