Jeremy, can you share with me which specific version of Cognos Analytics you are using?
I'm experiencing the same symptom but the "use set aggregation" setting change did not make a difference for me.

The suggestion to can change "use set aggregation" from no to yes worked! That's not something I would expect a self-service end user to know, but good workaround for developed reports.
IBM has acknowledged it is a defect.

You can change "use set aggregation" from no to yes (see screenshot).
If that doesn't work, why not nest the measure beneath the rows, instead of adding a summary

I am receiving an error when traversing a navigation path on a crosstab report that has summaries:
XQE-PLN-0071 The query is not supported. The referenced detail 'Product Line En' for the 'within detail' aggregate 'Summary(Product Line En)' can not be found on the same edge as a sibling of the given aggregate.
I'm wondering is this not supported? I created an example using the GOSALES sample database to illustrate the issue.
