Docker / Windows 10 / Jupyter installation question

    I've installed Docker for windows on my Windows 10 laptop.  Performed the standard connection test of 'hello world' and it work ok.  Further I installed the IBM Jupyter Notebook (v11.1.5) and tested that 2 containers were running.  Now my question. Even though all the simple tests show that Docker & Jupyter are working, Cognos Analytics sometimes connects and sometimes it tells me something went wrong.  Digging into Docker I tried a simple test to make sure it was connecting to the internet.  I ran the simple test "docker run busybox nslookup google.com" which should confirm Docker can connect to the internet.  I received the following:
    >Docker run busybox nslookup google.com
    >Server:    192.168.65.1
    >Address:  192.168.65.1:53
    >
    >Non-authoritative answer:
    >Name:  google.com
    >Address:  172.217.14.206
    >
    >*** Can't find google.com: No answer

    This seems to point out that I'm unable to connect to outside internet but I can't seem to find out why and our internal IT help desk isn't able to help.  Is anyone familiar with what is going on and can help me debug my Windows 10/ Docker system?
