I am seeing the same issue on an LPAR I just migrated from 7.1 to 7.3. Yes, this would be updating from yum on 7.1 to dnf on 7.3.

Is this the system where you are trying to update from YUM to DNF and with latest TL where rpm.rte is 4.18.1 ?
I have already done some testing with this scenario and upload the updated bundle in couple of days.
