I dont see a way to do this, would you mind giving a bit more information on the use case.

Why would users/groups would need to be excluded?

Is the reason, you dont want to update the workflow is due to the fact that there are a large number of currently running workflow? Too many of them?

How often do you need to make such changes? Is it just a one time change? Or something you would see happening often ?

Hi Christophe,

Requirement is to exclude Read only groups participating in Workflow actions which fails the purpose of making records read only if users could still perform actions on workflow.  Changing Participant list on each workflow is cumbersome activity and does not make sense given the amount of workflows in the system.

this should be one time  change to prohibit all RO groups accessing Workflow Action button.
